Enhancing transparency and coordination in inspections


The Central Inspection System (CIS) has been developed to overcome key challenges such as lack of clarity, duplication of inspections, and overlapping responsibilities among regulatory authorities.

In the existing setup, industrial units often face repeated inspections by multiple departments, sometimes evaluating the same parameters and occasionally leading to inconsistent observations.

To address these issues, CIS introduces a more structured and coordinated approach, ensuring improved communication and reduced redundancy in inspection activities.

Objective

As part of the Ease of Doing Business initiative, the system focuses on making inspections more transparent, predictable, and efficient. It helps define clear inspection schedules, reduces unnecessary repetition, and strengthens accountability across departments.

Key Functions of CIS

  • Design and implement clear and transparent inspection procedures
  • Enable coordinated inspections among departments such as Boilers, Labour, Pollution Control, Mines & Geology, Excise & Taxation, Food & Drug Administration, Civil Supplies, and Urban Local Bodies
  • Introduce a structured risk-based inspection mechanism
  • Define guidelines for conducting surprise inspections
  • Allow empanelment of third-party inspectors where required
  • Promote training and capacity-building initiatives
