Composite Inspection Scheme
Objective
The selection of establishments for inspection has been streamlined through a predefined and transparent approach. Manufacturing units are categorized based on the level of risk involved, ensuring a more structured and consistent inspection process.
- Major Accident Hazardous (MAH)
- Hazardous
- Non-Hazardous
The identification of units for inspection considers multiple factors such as the nature of industrial hazards, time elapsed since the last inspection, and the number of workers employed. Additionally, the list of units is reviewed periodically to include or exclude establishments based on sensitivity, complaints, or industrial relations concerns.
Inspection Frequency
- MAH units are inspected once every year
- Hazardous units are inspected once every two years
- Non-hazardous units are inspected once every five years
Exemptions from Inspection
Under the Ease of Doing Business initiative and in accordance with the State Enterprise Promotion Policy, certain categories of establishments are exempted from routine physical inspections under labour laws:
- Non-hazardous factories with valid registration employing fewer than 50 workers and operating under the self-certification scheme
- Start-up establishments for a period of two years from the date of commencement
- Establishments employing only family members
- Units specifically exempted by the Government from time to time
- Establishments operating within Special Economic Zones (SEZ)
